Job Description

Located in the Public Works department, this position manages and directs the administration of right-of-way activities including appraisals, negotiations, relocation, mediation, condemnation, vacations and code violations; manages City-owned property and the disposal of surplus property; manages license agreements and easement and acquisition records for the City.

Minimum Qualifications: Bachelor’s degree or equivalent from a four-year college or university in engineering, business, right-of-way, public administration, real estate, finance, economics, or a related field; five years of progressively responsible related experience in the right-of-way / real estate field including supervisory experience; or any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. Requires a valid Driver’s License; may be required to obtain a Class A Commercial Driver’s License if required to perform snow removal. Must complete NIMS training within first six months of hire. Must have Notary Public or ability to receive within six months of hire. Knowledge of Federal, state, and local laws and ordinances related to area of assignment; computer applications related to the work, including database programs such as Cityworks and GIS mapping programs, contract management and project management skills. Skilled in communicating clearly and effectively with others, both orally and in writing; organizing work, setting priorities, meeting critical deadlines and following up on assignments with minimum direction, maintaining records of financial transactions and activities. Able to interpret plans and specifications and make public presentations.

Physical Requirements: Frequently required to climb or balance; stoop, kneel, crouch, or crawl; use hands to finger, handle, or feel; reach with hands and arms and lift and/or move up to 20 pounds.

Typical Working Conditions: May involve visiting construction projects to solve problems or answer questions in varying weather conditions. Occasionally exposed to possible bodily injury from moving mechanical parts or machinery, and electrical shock. Working conditions are typically quiet.
